US presidents have used Executive Orders to enforce laws that have not been sanctioned by congress. These Orders, unless revoked by a following president, remain in effect indefinitely. Perhaps it would be better if congress were to add a time limit to Executive Orders. For instance, “all executive orders will automatically expire 90 days following the end of a presidential term”.
Orders set to expire, can be reissued by the president of the following term. First-term and two-term presidents will have an opportunity to let bad Orders fade away without the publicity of a revocation. It also encourages Congress to incorporate Orders, proven to be good for the country, into law.
