How should the national government pay for everything it needs, especially defense?
Governments need money for many important jobs, such as: Protecting the country (military), running courts and laws, building roads, public services and handling emergencies. Without money, none of these things can happen.
Under the Articles of Confederation, the national government could ask states for money, but states did not have to pay. Some states paid little or nothing. The government often did not have enough funds. This made the country weak and unable to do its job.
Relying on states to voluntarily give money is a problem. Some states might refuse; others might delay payments or argue over how much to give. The system depends on trust instead of rules. So, the government cannot rely on it.
The national government should have the power to collect taxes directly because: It ensures fairness, everyone contributes their share, the government can budget, and money will arrive on time. This makes the system more stable and reliable.
Taxes are fair if: They are based on clear rules, everyone pays according to their ability, and the money is used for shared needs. Everyone benefits from protection and services; therefore, everyone should help pay for them.
