How should people be counted when deciding how many representatives each state gets?
In America at the time the Constitution was drafted, some states had more enslaved people than others, some people were not allowed full rights and states had different ideas about fairness. So, deciding how to count people was very controversial.
The Constitution created a rule: All free people are counted fully, enslaved people are counted as part of the population for representation, but not fully as citizens. This rule affected how many representatives each state would have
This was part of a political compromise between states.
Northern and Southern states disagreed strongly. Each side wanted more influence in Congress. Neither side could get everything it wanted, so they agreed on a middle solution. This compromise helped create agreement for the Constitution.
Representation (the number of representatives allotted to each state) decides how much power each state has in Congress. It affects laws and decisions for the whole country. It shapes how fair the government is. Counting people correctly is very important.
