Who should have the power to make treaties with other countries?

Treaties affect things like trade between countries, peace or war, relationships with other nations; safety and security of the country. Treaties are very serious agreements.

Treaties must be made carefully. They can last a long time. They affect the whole country. They can be hard to change later, and mistakes can cause serious problems. They should not be made quickly or carelessly.

The President negotiates treaties. The Senate reviews and approves them. This creates a system of checks and balance

So, no one person has full control.

Why the Senate and not the House?  Senators serve longer terms than House members, they are less influenced by short-term emotions, they can think more carefully about national issues, and they represent states, which often play an important role in foreign policy.
